The sailor school uniform dates from the early 1920s

Japanese girls schools began adopting the sailor blouse as a uniform in the early 1920s, with Fukuoka Jo Gakuin in 1921 usually credited as the first. The garment descends from British naval ratings dress by way of childrens clothing. It is a real institution roughly a century old, not a symbol invented by anime.

Collar stripes and the neckwear identify the school

The collar is where a sailor uniform is identified: one, two, or three white stripes, or none at all, and whether the front fastens with a scarf, a ribbon, or a cord tie.
